You'll need to download the other DLC's, I'm pretty sure those give you bigger cap space.
If not, 30 might be the highest.

You can not go past level 30 cap. Not with more DLC downloads or cheats.

You can't,BUT if you want, you can use the console commands "player.setlevel [desired level]". You can set a lower level to still gain xp and level up, useful if you want to get new perks, also you can use "player.rewardxp [desired amount]" to level up quickly
