If you do not have the add-on Broken Steel, you are stuck at level 20. Sorry.

you need a bonus disc Broken Steel to reach level 30 then thats its has more weapons, armour, creatures, places, and missions. but as soon as you hit level 30 that when there are no leveling up

You have to have Broken steel downloaded then you can level up to 30.
