You get it after you beat the main quest it dosent matter who you send in to the puriffierur

Beat the Main Quest. The level cap raise takes effect immediately, but to access that part of the story, you need to activate the purifier. It doesn't matter if you go in or Sarah (Or, alternatively, Fawkes, Sargent RL-3, or Charon can go in instead), or if you add the FEV to the water or not. Do note, however, that you cannon let the purifier explode, as this won't let you progress to the Broken Steel Quests.

The new expansions show up as missions on the map - simply open the missions and select the new mission that starts the expansion then go to the marker on the map.
