The ninth circle in the underworld
Ask the guy behind the bar about "the guy in the corner" aka charon
You either pay him in caps or kill greta

Go to Underworld (In the Museum of History in DC) and then go to The Ninth Circle bar (Top floor, left door). Talk to the guy with the crazy name behind the bar about Charon, and he'll tell you that he's a guy totally loyal to whoever holds his contract. He'll sell you Charon for 2,000 caps (1,000 if you have a high enough barter skill), or you can kill Gretta at the Inn across the way from The Ninth Circle after the dude behind the bat asks. Either way will get you Charon's contract. As a bonus, he'll kill the guy behind the bar, allowing you to loot the key to all the goodies behind the bar.
