Stuck in Lookout Point!

I think my game is glitched or soemthing, but I am on the quest thought control where I need to place the device on the ferris wheel or in the trash compactor. I have the cogwave jammer in my inventory and everything. When I got up to the trash compactor it says, "The compactor has no power." When I go to the ferris wheel I get the message, "The ferris wheel has no power." WTF! It's as if I do not have the item in my inventory or the quest. Is there a way to reset the quest or make this work? Anyone else experience this problem? My last save is 10 hours of play time behind my progress unfortunately and I have completed almost all side quests in lookput point.

You need to put the Compactor on the Ferris Wheel, then you start the Ferris Wheel. If somehow that doesn't work. Try going to your last save spot, before the ferris wheel, and continue from there. The glitch could be gone by then.

Q : I have the same problem but I have already taken Nadien back to here mom and done a few quests in the capital wasteland I don't even have a save point from before I left I saved over it already what do I do?

You need to walk from the docks to the ferris wheel,somewhere along the path should be a protectron which will offer you to throw it in the container or power it(you will receive an update on the quest).
