For Broken Steel, you must have completed the main quest; the others should be unlocked already. The following are copied from Bethesda's official site:

OPERATION: ANCHORAGE:
Once your content has downloaded, you should be able to access Operation: Anchorage from any current save file for Fallout 3. Once youve loaded a game save, you should receive a Pip-Boy message stating:
"Alert!: A new radio broadcast has been heard across the Capital Wasteland. It sounds like a distress call, but seems meant for certain ears only."
Following this, youll get a quest notification for Aiding the Outcasts. If you make this your active quest in your Pip-Boy 3000, your World Map will point you to where you need to go. -------------------------------

POINT LOOKOUT:
You must play the game for a couple of minutes for the Point Lookout quest to appear. Eventually, youll receive a message letting you know that a riverboat has docked at the mouth of the Potomac. Following your map to reach the riverboat to begin Point Lookout.
------------------------------

BROKEN STEEL:
You must play the game for a couple minutes for the Broken Steel content to appear. After a couple minutes, a radio beacon and the questline will become available. To begin the Broken Steel questline, you must complete the main quest by finishing "Take it Back."

Hope I've helped. ;)

YEs what vasco said but you must listen to the radio broadcast until the event marker shows up.

All three will have a message that appears on the screen.

For Point Lookout, you'll recieve an Outcast radio beacon, and follow it to an outcast base where you'll get to enter the simulation.
For The Pitt, you'll recieve a distress becon from the north end of the wasteland from a escapee of The Pitt. Go there, and help him fight off a group of Raiders from The Pitt, and he'll give you the quest.
With Broken Steel, the level 30 level cap will be there from the start. The Broken Steel quest line will start after you complete the quest "Take it Back!".
