There is a glitch for infinite XP. You can get to the Karma level you want with the giving water to the hobo, and then grind with this method.

First, make sure your Speech skill is rather high, or this won't work very well. Now, go to Big Town and talk to Bittercup. I'm not sure the exact sequence, but get her to tell you about her relationship with Pappy. Now, go talk with Pappy and there should be a speech option to ask him about that relationship. If your speech is high enough, the chance of success should be 100%. Now, activate the speech and get some XP for the success. Now, talk to him again, and the speech option should still be there! As long as you don't fail, this speech option will never disappear, and you can get XP for each success. It will take a LOT of patience, but this is probably the easiest way of getting the neutral and evil milestone achievements.

Yes there is the hobo water freaks I like to call them. If you have no use for caps....which I doubt, you can go to the Church of Atom and donate Caps to raise karma. There is the above answer also.

There are missions you can do to raise or lower karma. Like paradise falls you can free the kids or you can sell some to the guy.

Also it's spelled Hitler. There are some very evil characters that you can kill to get good karma. If you have the Regulator perk you can get a finger off a dead evil character and then turn them in at the Regulator HQ. You also get caps for every finger you turn in. Most Enclave soldiers and most Raiders can give have their fingers taken.

Yes, there are ways to get good karma. You can give purifed water to hobbos, get the kids free from paradise falls, become a regulator with the perk. All of these ways can get you good karama or you could use the glitch with bittercup in big town.

Sometimes at night at Bigtown supermutants will attack and if you kill them and protect the town you get good karma

Donate caps to confessor Cromwell in Megaton. But since your character is evil I'm betting you blew up Megaton. Lucky for you there is a church in Rivet City you can donate Caps to for Karma. May you seek redemption from your wicked ways.
