What is up with all the garden gnomes? It is really starting to bug me.

I don't know, I think it's just decoration as you see them used as such in some areas of the game and when I bought my pre war house theme it came with one, I kept kicking it everytime I entered my home in megatown so I just picked it up and set it down in a chair. He seems happy.
They're pretty much worthless trash. Maybe a joke from Bethesda, or maybe a reference to Half Life's Garden Gnome you need for the Little Rocket Man achievement. All you can REALLY do with them is used them for ammo for the Rock-It Launcher.
Since Fallout 3 has the culture of the 1950's, I would have to guess either they were popular in the 50's or invented/created in the 50's. If not either of these I would go with Mr. Mcloony Loon above me.
They can be used for rocket launcher ammo. That can be useful when you are running low. There are 3 kinds broken, intact and evil/gaudy. The intact and evil do more damage than broken.
