No there isn't. You have to work for your bottle caps by finding them or trading with shop owners. Sorry.

No, there are no cheats for items in the game. You just have to collect them.

There aren't any cheat codes in Fallout 3. But a good way to make them quick is to go to the Washington Monument area and kill Super Mutants for their guns. You can usually sell them for a good price.
