If you are talking about the carriage in Bowerstone market then you have 2 options.
1> Shoot around the Carriage (Before you go to the tattered spire)
2>Just walk up and shoot it(return from tattered spire)

I don't believe you can shoot it while the carriage is there, but once you go to the tattered spire for the first time, once you return, the carriage will be gone and you can shoot the gargoyle.
