How do you get to the top of the Agency?

You need maximum agility skill so you can jump high enough to reach the top.

(You will need full agility) You can get really high up on the Agency tower by just jumping up the windows up to the first ledge where you can walk around then find the scaffolding to take you higher. Then you should be at the highest main ledge where the three spire things are coming out of the top. You then need to find yet more scaffolding on one of the spires to get ontop of the spire. Then you should be able to (with full agility) jump to the balcony to the second smallest spire. From there you can use the bridge that can be seen to get to the balcony of the tallest one. The look on the right side of the building and there will be little ledges looking like a ladder that will get you to the very top. Good Luck!

You need max agility skill to do this, in order to reach the top climb up the outside (with your back to the sea) of the tower facing the 3rd island that is the easiest route.

To climb to the top of the Agency Tower -- whether you are doing it to unlock the Achievement or just for the fun of it -- you will need to have at least 3 Stars in Agility, but really you will find that it is a LOT easier to do if you have 4-Stars in Agility. Just saying.

The strategy that most players use is to start on the lowest of the three towers, get to the top, and then jump to the next highest one and catch a ledge on it, then go to the top and do the same for the highest tower, then work your way to the top.
