The Volk kingpin is on an oil rig on the south-east of the lower island. It is quite far out and he is heavily gaurded. He is near the rabotnik guy. I reccommend you take out all the other sub-bosses first

He is on an oil rig of the coast. To find it, just follow the big, orange pipe that runs all around the area. Hope that helps!
