Keys to The City

I downloaded the Key to The City thing from Xbox Live, but I did that without my game in my 360. I got the free version. Then I tried to play my game and use the Keys to The City thing, but I can't find where to use it! Do I have to beat the game first or how do I use it?

There should be an option to select keys to the city on the main menu screen, if not try deleting it and downloading it again see if that helps. You do not have to beat the game first to use it, however whilst using keys to the city you will not be able to save your progress or gain achievements.
