Ideally using a Sneaking Suit approach an enemy from the back and hold L to draw, but not fire your weapon. Your enemy will then hold up their hands and surrender.

You HAVE to replay the level before and at the end you have successively pass the cut-scene after you do that
Ply the level again and check your inventory you will have strangeloves id card and you can use that to get out of prison by going close to the lock and the option will come
