Simply go to the place where you kill assassin sylen for zax in the lower city apartments and go in circles once killed everyone go 3 to 4 times round

3 vulkars will appear and attack you easy exp and you get energy shields med packs or grenades of them easy money when sold them off or use them

I got up to level 7 using this glitch

Total exp is 250 decreases when leveling up but really good way to gain exp

This cheat can be used as many times as long as your in that complex
