THIS IS A LIP TRICK GAP. On the side of the game where you begin, there is a burned down building with a Quarter Pipe in the back of it.

Above that QP closer to the left side, there is a wire that goes "across" the ramp. The wire isn't parallel to the QP, but it goes "across" it.

"Across" is the best word I can think of. You have to lip that wire that is above the ramp but isn't parallel to it. It might take a few tries.
