Yes, go in front of them.

You need to get in front of them and press the Right Trigger. Sam will stand up and cut the enemy's throat.

You must stand in front of your enemy (not right in front of them, but a little to the side). Then pull the right trigger and Sam will slice his throat!

Sneak in from the side and attack, you must be facing the side of them, not the front or rear.
