Kind of. When you get enough experience to level up, don't. Then, when you need health ASAP, level up. When you level up your Vitality is automatically restored to full. Not your Force points, sadly, but your Vitality is almost as good. This only lasts so long as you have experience to feed your growing levels, but it's the best I can do.
