He isn't available as a hero. The way to check all the heros and villains is to go mos eisly and select the 'assault' mode and you will be able to play as all the hero's. But not Kit Fisto.
You can get him in xbox live and some dark jedi with numchuck lightsabers.

Yes. Unfourntnatly you can only get him with the Xbox live upgrade. If you have it, use it. If you haven't, sorry!

It costs 5 bucks on Xbox Live for the upgrade she's in. You also get Asajj Ventress, a cool sith lady, and four levels from the old Battlefront game.
He is only available in XBox live. Also mabe on Battlefront I
