I have the same problem with north beach lol try the alleyways, near buildings with garages or trees, the park or if all fails try near the downtown storehouse, thats where I found the last gangs lol

All you have to do is fill up your gang heat and drive around. They will find you. But be ready to fight

right i turn my heat up and my store fronts just get attacked thats it and i kill them 10 guys and my court is still 27 out of 28 for downtown
