You have to do the arena quest and Lady Grey gives you the permit.
Beat the arena, you will be about 40 years old
Once you beat the arena, Lady Grey will give it to you and ask you to talk to her there. You can also buy the Solus Great Sword there.
Beat the Arena quest. Lady grey will tell you that she'd love for you to come and see her at her manor in Bowerstone North. Jack of Blades will talk to you and give you a pass to Bowerstone North.
The Arena Champions Seals is your permit to get into Bowerstone North. Given to you by Jack of Blades for beating the Arena.
So howls do you go to the arena
you need to beat the arena you will have to fight with whisper, and then can kill her for 10,000 gold
