Wandering traders, Knothole Glade, Arena waiting area, Bowerstone North, and Hook Coast.
You can buy the Master Longbow at Guild shop, but he is expensive. If you want them early in the game the wandering traders sell them for about what their valued at. Hook Coast is the cheapest place to buy them.
