You have to listenn to 2 guards behind wall to find were it is
If you found that then move on to the gate leaving to bowestone north not the entrance the exit left of the shop you bought the rose from
Keep going north to headmans hill
You need to give the letter in the cellar of the grey house to lady gray before you can fight thunder.
For the original Xbox version, when you are in Bowerstone North, go to the area just before the jail. There is a lady by the bench, who you have to talk to. After she chats to you about fighting Thunder, continue heading to the jail area. When you get to the bridge you will see Thunder.
From there it is rather straight forward.
