At the main menu you select "Training", select your character, then you see all the different sports activities. Seems this is your first time here you will have to progress through all the bowling activities until you unlock the one with bumpers.
You do it a fitness test or you can do it in practice mode for fun when you bored but that is how you put the bumpers up
