To get the sinking lure, let the season change to spring, and catch and keep a Pike, Ordon Catfish, and Bass fish. Next, change the season to summer, and go past the bridge to the left side. Near the water there should be a little brown patch in the shape of a circle. Step on it and face north and manually fish (no boat). Should take a little work, but patience is key.
Don't use it with the boat keeper, as she'll throw it back, and you'll have to get it all over again.

I can't seem to find the brown spot but the ducks are circling, not being able to change to the wolf form are the ducks significant? How far away from the fishing shack is the brown spot? all the way down/halfway?
