The only way you can get Shadow is to release him from an assist trophy during battle. To play as him, you need some sort of mod or cheat.

You can only get Shadow the hedghog from assist trophie, you cannot play as Shadow unless mods or hacks.
You unlock shadow as an assist trophie after unlocking Sonic (wich you can play with).
Unlocking Sonic:
Play 300 brawls or
Beat cladsic mode with 10 different characters or
Play in brawl for 10 hours
(all of the above answers resulting you facing Sonic in his Arena, if you lost, you can play any game, and Sonic will re-challenge you..)
Or you can get Sonic to join you in the Subspace Emissary (you don't need to fight him)
