You can get Jigglypuff after you beat Tabuu and go to the swamp, or you can beat event match 20 on normal after you beat Tabuu

Beat SSE then clear Classic or beat event match #20.Play 350 vs matches

I used the complete 350 battles way since I absolutly hate the SSE mode
