It is most likely 99. In many Mario games, that's the highest you can go (except in a few games, I think you can go to 100, but this one is probably 99).
The max hp is 999 the max attack power is 99 for Mario, Luigi and Peach. For bowser, the max attack power is 189.
The highest level you can get is 99, giving you 255 HP and 51 ATK (102 For Bowser). However, you can go to the Flipside Arcade and rack up enough Flipside Tokens to earn HP Plus and Power Plus (Essentially acting as extra Level UPs. HP Plus gives 5 HP, while Power Plus gives 1 ATK.) You can also find both items through two other ways. If you want more, however, you'll need to spend a while at the Flipside Arcade. Hope this helps!
