Basically, you just have to obtain high rankings (usually 'B' or higher, although I think you need an 'A' on the three Raccoon's Destruction chapters for Ada's) in all three standard chapters in the four sections of the game. HUNK's is an exception - you need to have beaten all the other chapters and sub-chapters in the game to unlock his.
