You need both Snivy and Tepig, to the left of the fountain (where you carry pidove at the beginning) you use snivy to jump up some rocks. You will see a tepig rock at the top, use tackle with tepig on that rock and there will be a path leading to the shrine.

You need snivy to get to the shrine. Go by that fountain thing against the mountain and climb up those steps made of ground to the left of the fountain. The keep climbing them until you reach the top and then walk to the shrine. You can only get there using snivy though and I believe the Pokemon will want to play chase. Hope I helped
