First of all, it's not an ogre it's a troll. What you have to do is when you enter this area ifter the scabbers bit you will find a cabinet thing in the corner. Hit it and 2 blocks, blue and yellow should come out. Stack them on top of each other using wingardium leviosa then jump up onto the stone wall. Walk along it, jump across the gap until you come to a gold suit of armour and a flaming torch. Use WL on the torch and the suit will drop some bricks. Build them and them use WL to give it to the mermaid statue, who will then swing the globe out of the way
