They have to be at 8 hearts (best results at 10) and you must have completed their personal quest and answered correctly at each heart event. Also they cannot be married or engaged already (to prevent this don't befriend the Rival love interest to 3 hearts) and they must have sparkled when you first met them signifying they are an eligible Bachelor or Bachelorette. It is a pain believe me I know.
2 and 5 Hearts: All love interests give you a gift, say "Thank You"
4 Hearts: You go on a date, Accept and Don't Miss It.
6 Hearts: Talk to them before 9am and be at Alan's Tree at 12, Don't Turn them Down

Selena (No Rival)- Play messenger for Selena and her mom
Owen (None)- Go to the 30th floor of Ganache Mine
Kathy (None)- Horse Race (You don't have to win but it is better if you do)
Maya (Chase)- Catch an Eel
Chase (Maya)- Make and Ship 30 dishes (Liquid don't count) and take the 31st to him
Jin (Anissa)- Give him a Pontata Root
Anissa (Jin)- Grow and bring her Snowflake Flowers
Phoebe (Calvin)- Bring her Rare Metal (Do the Scavenger Hunt: First one is a present on the Waffle Town Beach)
Calvin (Phoebe)- Bring him an Apple
Luna (Gill)- Bring her a Blue Mist Flower
Candace (Julius)- Bring her a Blue Mist Flower
Gill (Luna)- Find his Diary (Behind the Bulletin Board in Town)
