Two Questions, Please

Hello all, I have two questions here and I would be very thankful for help. Also, I just started playing and I'm on Summer, Year 1.

First of all, the turtle, cat, and small dog, found around town. Could they be taken as a pet? If so, how? Also, if not, where am I able to get a pet?

Second question. I ordered some cooking supplies from the General Store. It has been over a week (in the game), since I ordered them. How long does it take for them to arrive, and, do they even come in the mail?

1st: They can but you have to get them 4 hearts by talking and giving the gifts.

2nd: They are in your furniture log when you click on your diary.
