I could be wrong, but I don't think there is any particular order for the gears. This is the reponse I posted below:

I Floated (Wingardium) the cogs from the left and them moved them to the right side of the clock. Afterwards, go up to the top of the Clock tower and levitate the 3 cogs down to Dean. Now return to Dean and place the three cogs on the empty spaces on the bottom right. I stuck the gears just willy nilly on the right and they started to work.
