It's hard because it is harder to reach Froggy's area of sight just get him to SEE the lure let alone
Securring him and getting him out of the water.

Sonic Adventure DX: Directors Cut | GameCube

You can play as Metal Sonic after getting all 130
Emblems and Super sonic by completeing the first 6 stories and going to the final boss battle of Super Sonic's story,but that's it for super sonic.

Unless you plan on hacking your game that's it.
