I think she was a reward for one of the past quests, however I was given a chance to get her as a bonus for a diamond purchase. So purchase a few diamond packages, and see if she doesn't show up.
She is one of the rewards you get when you get to level 100
Matilda the Parrot can only be obtained by purchasing the limited time offer. Current cost of the special bundle is $49.99 USD. In this bundle you get 2000 Energy, 5000 Diamonds and Matilda. It will pop-up now and then in the game AFTER you have purchased Gregory the Parrot.
The matilda and gregory parrots show up at random on deals. The ads you get on the game for "buy 1000 gems for only $2.99!", sometimes those will show up with other rewards like the parrots. Hope this helps.
