Yes you can marry, but I'm not sure about the having children part cause I didn't really focus on them =)

I found 1 crew member on the 2nd island so far, you can get married, and I have all the sims games for psp and not 1 lets you have kids. So I highly doubt this one will, it doesnt even let you kiss lol.
