You need to complete a certain amount of village quests. When you have completed the specified amount, then you can buy these mining points for kokoto farm. To buy them you need to talk to man that stands near the entrance to kokoto farm. You need enough point to buy the specified item though. This can be done though selling things such as items and buying items at the regualar shops.
