Ok so I have beaten the Garuga just now and quest no 4 hasn't opened up, why? Do I have to do something else?

Doing the garuga quest won't get you onto the 4* village quests. You have to do other quests. I think you have to catch a yian kut ku, and kill a gypceros, along with a few other quests to get onto 4* quests.
To get *4,do most of the *3 quests. an urgent quest will appear. you have to kill a Rathalos. you do not have to deliver the 2 wyvern egg and 3 herbivore eggs.
