1) You need to complete lots of quests until you unlock it
2) FOR ALL! YOU ABSALUTALY CAN NOT KILL HUNTER RANK 3 FATALIS YOU HAVE TO DO THE RANK 5 FATALIS QUESTS WHEN YOU DO ONE ANOTHER IS THERE KEEP DOING THE RANK 5 FATALIS WHEN THERE IS NONE LEFT YOU MUST GO TO THE RANK 3 FATALIS AND YOU WILL SEE THAT WHEN YOU DID IT IN RANK 5 IT WILL STILL BE IN A MESS (PARTS CUT OFF)
