How do you get it? What type of weapon is it? Do I make it, upgrade it, or buy it? Do I have to unlock anything to get it? What does it require to get made? Are you going to answer these in order?

I think you upgrade it. I have never heard of that weapon so I don't think you buy it or make it.
You can make it AND upgrade it from an Iron Katana "Gospal". It's easy enough to get but if you can kill Kirin from a HR2 5* Guild Quest you can get Kirin Thundersword and upgrade to Kingsword after killing it enough time to get everything you need (which would probably be like 10-20 times) which gives over 800+ raw and 800+ thunder damage, a Plesioth killing machine.
