By the end of the game, I was able to capture over 200 soldiers, but nothing happened. Did I forget something?

Well you needed to beat Gene on Stamina, then complete the first mission, then save and load your game and you will get him. Apparently you get Roy Campbell by doing this but it never happened for me!
