Question for Metal Gear Solid: Portable Ops

Ok can someone tell me where I can get S level technicions because I got Sigint and Sokolov but the rest I get are always just A level so can someone please help me!!!

I just capture the whole map at times and hope for good soldiers. If your trying to find tech's try the place where you fight metal gear witch is the plant.
