I read the 'Rash of Thefts' rumor in Gollund, and then went to Goug. When I went to Dorter, the 'A Call for Guards' rumor wasn't there. Is there any way to fix this?

I believe there is no way to fix this problem... Other thean starting the game over... Ugh...
You made a mistake. You were supposed to go to gariland to read the rash of thefts rumor then the call of guards in dorter. Then exit dorter and win the battle to get Balthier. Hope I helped
