HM02 (Fly) can be received from someone in Cianwood City, after you have defeated Chuck.

To use Fly, teach it to a compatible pokemon. Then pause the game, choose Pokemon, select the one that knows Fly, and then choose fly. You can fly to any Town or City you have visited.
You must beat Chuck to use Fly ouside of a battle.
First, defeat Chuck in the Cianwood Gym. After he gives you the storm badge, give the HM Fly to a compatible Pokemon (most birds will work well). On the bottom screen of your DS, choose Pokemon and tap on the Pokemon you have given the Fly HM to. Instead of just having SUMMARY, SWITCH, and ITEM, there will also be Fly in blue print. Click on where you wish to go on the map, and have fun watching yourself fly on your beloved Pokemon into the sky!
TIPS:
-I know for a fact that a new Pidgey will let you fly, and I can infer that dragon-type Pokemon can fly (Lance's did at one point)
