Don't dismiss the possibility of konami relising mgs4 substance- then you may be able 2 play some extras as raiden, I'm not sayin it's going to happen but they done it wiv the past 2 mgs games so high possibility they do it again

You can but only if your playing online you have to create your own match and turn on the unique character settings then choose raiden
I'm not sure about on story mode I hope this helped :^)
