Dual Shock won't work

I am at the point pretty much in the beginning where you have to spin the valve. You have to use the L1 and R1 and turn the controller to spin it. Well my controller won't work and I even went and bought another controller which was tested and does work at the store but it still won't spin the valve. I don't know why my dual shock won't work on this. Please help!!

Can you hold the valve and is the motion senser on make sure it's on I don't think it can turn off though
