How do you get the key off bevin and his sister Ive spoken to both of them In every possible way positive and negitive to bevin and he just runs off and when I talk to his sister again I get nothing why?

Does your character have coercion? When I played through my character had coercion and I ended up having to offer to buy it, which I did. When I met up with his sister and him in the Chantry later I just paid the least amount given as an option but be warned when you cheap out it costs some approval from the more morally minded party members. Hope this helps.

same as the two previous comments the higher your coersion and cunning the more likely you are to persuade anyone and anything into giving or doing anything you want.

sometimes, you may get the option to intimidate him into giving it to you but your strength must be about 30-50, (yes this is possible depending on how you play the game and what order you play in)

you could also pick the lock but this will require a really high cunning and level 4 in deft hands, this is one of the hardest ways to get the sword.

it isnt as effective as some of the other weapons you could have in your inventory,
