Just shoot out both of a Zombies legs, he'll drag himself along the ground using his arms.

Shooting legs rarely works though.
A much better idea is to get the last 1 or 2 (2 is better, as when there's 1, he speeds up), make him/them follow you, and cook a grenade for 4 seconds, and facing the floor throw the grenade. It'll probably work.

Ye take your shotgun or your grenade and BLOW HIS GOTDANG LEGS OFF!!! With a grenade, you should probably cook it first, though.

Cook a Grenade And throw it at a zombie, Another tip is to hit a ( with grenade) hoard of zombies ( making them all crawlers) then kill all and leave one. This will give you time with the random box, windows ETC

If you cook a grenade for three pumps on the aim reticle then chuck it at the zombies legs it will either kill the zombie or blow off one or both legs and one leg will make it crawl also

If you have a ray gun aim it at his toes any higher than the knee caps and it may die. Depending on the level. For the grenade trick everyone is talking about I wouldn't throw the grenade AT the zombie, maybe throw it near the zombie at the floor... If it's to close to the zombie it might kill it.
