To recruit Gust and Nisa, you need to have seen the scenes related to the basillicoms of all landmasses and then view the following

Gust:

'Item Selling Girl' (Lowee)

'Reunion' (Lastation)

'For Our Friend' (Leanbox)

'Her Dream' event" (Planeptune ~ Gust Joins)

Nisa

'Justice Keeper of Gamindustri! (Lastation)

'That's What a Heroine Is!' (Planeptune)

'That's What You Call a Father!' (Lowee)

'This is My Calling' (Leanbox - Nisa Joins)

Then, in order for Gust and Nisa to become playable characters, you need to purchase the Gust and Nisa Battle Tickets DLC from the Playstation Store, and buy the tickets from the in-game shop. They cost $1.99 each at the Playstation store, and Zero Credits at the in-game shop.
